
Joe Biden announced he’s allocating money from the Infrastructure Bill to fund community cooling centers, which comes as energy grid operators are imposing unannounced rolling blackouts amid a prolonged heat wave.
On Wednesday, Biden announced changes to the Low Income Home Energy Assistance Program (LIHEAP) allowing it to be used to purchase air conditioning units, as well as fund community cooling centers to cool residents amidst the supposed “climate crisis.”
“For the first time, states will be able to use federal funds to pay for air conditioners in homes, to set up cooling shelters in schools that people can use to get through these extreme heat crises,” Biden said.
The Biden Administration is deploying millions to states to help citizens pay for air conditioners and cities set up cooling centers.

Biden notably did not address the additional strain on the energy grid that operating hundreds of cooling centers – powered by the burning of “fossil fuels” – will likely cause.
The U.S. Department of Health & Human Services’ Office of Community Services division released a statement Wednesday explaining how LIHEAP will tackle “cooling centers.”
Establish cooling centers, which may include partnering with other public facilities such as local libraries, community centers, and government buildings, to establish a waiting area where people can remain cool during the hottest periods of the day (usually 10 a.m.-4 p.m.). It might also include coordinating with emergency response teams in states, Tribes, territories, and localities to ensure that they are aware of cooling centers; how to refer people to LIHEAP for immediate needs; how to help move homebound individuals to cooling centers if needed; and other related issues.
It’s no surprise the “hottest periods of the day” typically coincide with peak energy use, but it’s this time of day when Texas grid operator ERCOT (Electric Reliability Council of Texas) is implementing rolling blackouts, as evidenced by the timestamps in the below tweets from Texans who had their power cut.

Indeed, despite wind power providing 30% of the power supply, Texans are fully cognizant of ERCOT’s control over the grid, as the corporation abruptly imposed rolling blackouts across the state during 2021’s catastrophic polar vortex leaving millions without power, or energy to heat their homes.
Thus, it appears the Biden administration’s cooling centers will be populated by citizens experiencing power outages from rolling blackouts randomly imposed on them, a circular reasoning type of logic that exercises the problem-reaction-solution model casting the government as both the enemy and savior under the guise of combating “climate change” – but it’s a lose-lose situation for energy consumers.
