British Prime Minster Keir Starmer has pledged billions in additional support for Ukraine and said that Europe must continue to support the country in its war with Russia.

Starmer hosted a last-minute summit in London with other European leaders on Sunday. Britain, France and Ukraine are working together to produce a peace plan to present to the United States to bring an end to the war.

The summit was prompted by the dramatic breakdown of talks between Ukrainian President Zelensky and President Trump on Friday. A public discussion in the Oval Office degenerated into an angry back-and-forth as President Zelensky said there could be no peace without security guarantees from the US, and President Trump and Vice-President Vance accused Zelensky of “gambling” with World War III and being ungrateful for US support over the last three years.

President Zelensky was aske to leave the White House without signing an anticipated economic deal that would have given the US significant control over Ukraine’s mineral resources.

Prime Minister Starmer emphasized that the US remains a key ally, but also said that Europe must be responsible for its own defense.

“The US has been a reliable ally to the UK for many, many decades and continues to be,” Starmer said. “There are no two countries as closely aligned as our two countries.”

“We’ve now agreed that the United Kingdom, along with France and possibly one or two others, will work with Ukraine on a plan to stop the fighting, and then we’ll discuss that plan with the United States,” Starmer told the BBC. He said that he and French President Emmanuel Macron have both spoken to Trump since Friday’s meeting with Zelenskyy.

Starmer pledged to provide billions of dollars in additional support for Ukraine, including vital missiles needed for air defense.

He also said the UK would increase its defense spending to 2.5% of GDP by 2027.

Starmer’s rhetoric was echoed by French President Emmanuel Macron.

“We should have woken up earlier,” Macron said. “I’ve been saying for years that we need a more sovereign, more united, more independent Europe.”
