During a speech in Wisconsin, Joe Biden again told people in the audience who were sitting on a balcony “don’t jump,” and acted oddly throughout the appearance.

Elsewhere during the speech on Wednesday, Biden at times appeared lost and confused, prompting former White House physician Ronny Jackson to call for an immediate cognitive examination.
