In order to win the war against Russia, Ukraine must strike deep inside the country using Western missiles, Ukrainian President Zelensky told the media on Friday.
He made the remarks during a visit to his country by European Commission President Ursula von der Leyen.
Zelensky said he plans to meet with President Joe Biden on 26 September in Washington and lay out his “victory plan.”
“All the details I will discuss first of all with the president of the United States,“ Zelenskyy said.
“Most of the decisions from the plan depend specifically on him. On other allies too, but there are certain points which depend on the goodwill and support of the United States. I hope he supports this plan.”
He added that the success of the plan will depend on “quick decisions from our partners,” a clear reference to authorisations to use Western missile systems.
Zelensky said Biden would earn “a place in history” if he allowed long-range strikes inside Russia.
“Biden can strengthen Ukraine and make important decisions for Ukraine to become stronger and to protect its independence while he is U.S. president,” he said.
“I think it is a historical mission.”
So far, the US and UK governments have refused authorisation to use their missiles to strike long-range targets inside Russia; although they have supported limited strikes inside border regions of Russia.
Representatives of the Russian government have insisted that a nuclear war would be the result if long-range strikes are allowed to take place.
Russian Foreign Ministry spokeswoman Maria Zakharova said on Friday that the West must stop supplying weapons to Ukraine and sponsoring “terrorist activity” if it wanted to send a signal that it really wants to bring an end to the war.
“As soon as they stop supplying arms to the Kyiv regime and sponsoring the terrorist activities of Bankova [i.e. the Ukrainian regime], then it can be perceived as a signal for political and diplomatic settlement,” she said.
“Everything else is either strengthening of anti-Russian ties with the West, or an attempt to attract other members of the international community to their reckless schemes, or elements of the current White House’s electoral program, so to speak, or manoeuvring. In fact, this has nothing to do with peace.”
